Vision & Mission

Our Vision

A Tharparkar where all citizens enjoy their fundamental rights — to land, water, education, health, and political representation — and where the region's extraordinary culture and heritage are celebrated, protected, and passed on to future generations.

Our Mission

To build a unified, multi-stakeholder citizen advocacy platform that documents injustice, mobilises civil society, and engages decision-makers at all levels to ensure that Tharparkar's people have a voice in the policies that shape their future.

TCF's Core Objectives

Documentation & Research: Systematically document human rights violations, land encroachments, water access failures, and environmental damage across Tharparkar through community-based research.

Legal Advising & Rights Awareness: Through the Lawyers Forum, provide legal guidance and rights education to community members navigating land, displacement, and environmental challenges.

Policy Advocacy: Engage provincial and federal decision-makers with evidence-based advocacy — from the Charter of Demands to ongoing legislative engagement.

Public Awareness: Build national and international awareness of Tharparkar's challenges and strengths through media, exposure visits, and digital campaigns.

Capacity Building: Train community leaders, women advocates, and youth activists in advocacy skills, legal literacy, and community organising.

Coordinating civil society organisations working in Tharparkar — from development work to emergency response.

Academia Forum

University researchers and professors generating evidence, publishing findings, and training the next generation of advocates.

Writers Forum

Authors, poets, and storytellers preserving Tharparkar's cultural narrative and making the case for justice through the written word.

Business leaders and entrepreneurs advocating for equitable economic development that actually benefits Tharparkar's communities.

Coordination Committee

TCF's central governing body — representatives from all 8 forums and 7 talukas. Sets strategy and approves major advocacy positions.

Each of the 8 forums has its own secretariat managing day-to-day activities, membership, and internal communication.

On-the-ground groups in all 7 talukas that identify local issues, document cases, and relay community concerns to the platform.

The Birth of TCF

Thar Citizen Forum emerged from the grassroots — citizens who refused to accept the narrative that Thar's suffering was inevitable.

2018 — Origins

Informal Networks Form

Community leaders, lawyers, and activists across Tharparkar begin meeting informally to document rights violations and share advocacy strategies.

2020 — Formation

TCF Formally Established

The Thar Citizen Forum is officially founded — a multi-faith, multi-forum platform encompassing youth, women, lawyers, media, NGOs, academia, writers, and business.

2023 — Strategy

Strategic Advocacy Plan Launched

After months of consultation across all 7 talukas, TCF launches its Strategic Advocacy Plan targeting land rights, water security, and environmental protection.

2024 — Scale

Exposure Visits & National Network

TCF facilitates exposure visits from Lahore and Multan, building a national network of advocates. Charter of Demands formally submitted to the Provincial Assembly.

2025 — Momentum

Thar Climate March & SHC Victory

Thousands march across 12 towns in the Thar Climate March. Sindh High Court declares Karoonjhar Mountain a protected heritage site following TCF lawyers' campaign.
